I don't think they still allow the BBQ also you can't bring your own alcohol there but their Beer is good

@St. Charbel Maronite Church it’s very close to green field, has an area for bbq and you can bring anything you want

Technically public drinking isn't allowed anywhere but sometimes if you're far out of the city no one will care. I would suggest driving to a place like Ajloun, Salt, or to King Talal Dam to enjoy a BBQ with a scenic view. As for the drinks, conceal them properly and you should be okay.
