The legal drinking age in Dubai is 21, so most bars/clubs stick to that rule and refuse entry to anyone that's younger than 21. There are some clubs that don't check ID but that's pretty rare. The only way to get into one would be to try your luck, hit a club, and see if you get ID-ed or not.
