Not sure what you define as cheap because @H&M always has sales going on, but @Ohana for sure since you can get amazing brands for almost nothing. Also if you are willing to search then head over to the Friday souk.

I've been all my life in ksa, and now I'm in Jordan since 2014 but I don't buy clothes from here, i went to tajmall to buy some, I found the same clothes I have in double prices in ksa. So idk. Where can i find that soul u r talkin about?
