Where can I find a professional place to fix a laptop problem

Whenever I load it and type the login password, it gets stuck on the "Welcome" screen. I restart it about 2 times in safe mode then restart it back in normal mode for it to work. I'm concerned about this and wondering if there's a place to fix it easily without causing additional problems.
