Tracey that is a valid question but you will get many different responses. I myself and many of my friends wear sleeveless no problem it is more like short shorts that will cause a stare. But regardless people will look so carry a light cardigan around in case YOU feel uncomfortable otherwise you are ok get a little sun on those shoulders :)

It's usually fine if you have a car and don't spend a lot of time on the street. However, if you're walking, waiting for taxis, etc. you might find that that the gawking and harassment might be a bit much. I agree with Leila that its all about your own level of comfort with these things.
