Tote Bags from Mlabbas in Rainbow Street. They have plain and printable tote bags. You can buy in bulk wholesale or not - no minimum order quantity.

What do you want to use them for? leather? what fabric? do you want them for promotional purposes?

You can have small workshops in less privileged areas make them for you. Many women in less fortunate areas could use the money and you might be able to get them to make it for a price that is cheaper... Just a suggestion
