I know that @TCHE TCHE Premier usually has affordable Shisha / Hookah that goes for around 40 Dirhams but last time I went was about a year ago, I doubt prices have changed much since then.

I would say @TCHE TCHE Premier - Burj Khalifa is a top choice for shisha goers, the environment at tche tche's is so chill and laid back, the food is casual and the view of Burj Khalifa is a stunning. It's a place where my friends and I usually go after a hard week of exams and assignments to just relax.

Where can I find places that allow smoking indoors in Downtown or DIFC area?

You can smoke at any place that has shisha and allow you to smoke it at their indoor side, so check out @TCHE TCHE Premier also @Ewaan they close their terrace in summer and allow indoor smoking

@Downtown Dubai has a very nice variety of restaurants to choose from, and what makes them a little more nicer to dine at, especially during the beautiful weather at the moment, is their out door seating and dinning sections, the views at any of their restaurants are awesome, some of my favorites have to @Reem Al Bawadi and @TCHE TCHE Premier

A favorite for me and my friends in Downtown is @TCHE TCHE Premier - Burj Khalifa we love going there, the food is really nice and the atmosphere is really nice too, not the most scenic spot in downtown, but has a nice view
